From the looks of things, it's a magazine about the show. If you look at the top left of the cover you can see it's dated as May of 2010, which is when season two started airing. I can't find much about it on the English internet. Taking a look over in Japan I've seen some blog posts about it from the time, as well as some listings on Yahoo. Taking a look at the book as a whole, it's obvious that it's a guidebook for the second season. Catching views up on the show, showing off the characters, what they can expect from the new season, and the most important part, the merchandise. Just a glorified shopping list tbh, all the art is nice too, well not ALL of it.
I have something similar for Frieren from last November. All in all, just another part of Japan's obsession with stuff. It's kinda weird to describe, and I'm not Japanese or grew up there, but they love random crap like this. Especially the Otakus, go to any animate or Surugaya specialty store and they have mountains of random shit like this. Now obviously I like that, or I wouldn't have about this or any of my other K-On!/Anime stuff. But I do wonder what it's like living there and growing up around this stuff, it must get trying. I also wonder if it extends to other hobbies in society too? From what I could tell it did, well not as extreme, but it does make you think.
